Salary: Starting salary is between $45,088 and $57,000 per year based on qualifications, plus excellent [link removed] benefits. Introduction: The Wisconsin Division of Vocational Rehabilitation embraces an active team concept in the delivery of vocational rehabilitation services to its customers. Job Duties: Direct, assign, and supervise staff to insure the best delivery of vocational rehabilitation (VR) services to individuals with disabilities and to provide consistent interpretation of policies and procedures in the Workforce Development Area (WDA). Train office staff, as necessary, to maximize congruence and consistency with developed goals, objectives and performance agreements and assess the efforts and success in attaining their goals. Assess the efforts and success of the staff in attaining their individual goals, as well as team goals and objectives, by reviewing and sharing management reports. Maintain a professional office atmosphere from a behavior standpoint that is conducive to work and proper for staff and members of the public who visit the office. Lead work team efforts in analyzing VR programs and services to guide assignment of staff resources to increase VR services leading to high quality employment outcomes to under served and unserved consumers. Using a team-based approach, assess the service delivery system for individuals with disabilities in the WDA. Guide work teams in analyzing the internal vocational rehabilitation programs and services as they impact on annual office and staff performance expectations. Insure fairness and equal employment opportunity for all job applicants through the recruitment, selection and hiring processes used within the Workforce Development Area. Study Federal and State regulations to understand policies pertaining to vocational rehabilitation programs. Monitor, through conducting case file reviews, the effectiveness and compliance of the VR program with regard to State and Federal rules and regulations and to meet WDA wide consistency in delivery of services. Dialogue with consumers, employers, one-stop partners, community rehabilitation and independent living agencies, advocacy groups and others to understand the needs of the disabled population served by the WDA. Prepare and deliver speeches, serve on panels, and grant personal interviews for the purpose of interpreting the DVR program and to encourage its utilization in the WDA. Well-qualified applicants will have experience in the rehabilitation field and knowledge of the Workforce Development delivery system in Wisconsin.

Special Notes: Occasional travel, including trips requiring an over-night stay are required.

Knowledge Required: Knowledge of the Workforce Investment Act, in particular Title IV Vocational Rehabilitation Program; program eligibility, Order of Selection, Individual Plans for Employment (IPE) and scope of service requirements; Americans with Disabilities Act; Wisconsin Fair Employment Act; vocational and social adjustment problems and solutions; interviewing techniques; methods/techniques/tools/principles of VR process; counseling and guidance techniques and methods; overall case management techniques and procedures; specific physical and mental impairments (cause and effect); and . Working knowledge of and ability to practice leadership and coaching skills for teams and individual staff. Knowledge of personnel and supervisory rules, policies and procedures. Knowledge and skill in basic computer operations including MS Office (MS Word, MS Excel, MS Access), Outlook and Windows. Working knowledge of and ability to practice effective meeting management techniques. Ability to effectively and appropriately communicate in writing and verbally.
